C. " The Royal Commission on Constitutional Matters ( 1963) stated that the chief purpose of the Constitution was "to devise a basic order, a fixed framework for political activity". This represents the minimum of what a constitution must contain. But, to such a minimum, other elements must also be added. A constitution must define to what extent the citizens arc to be guaran- Constitutional Law 49 teed various rights and freedoms, particularly those which are closely associated with the forms of political activity and the citizens' opportunities of expressing their desires, such as freedom of speech and freedom of association, or which concern the state agencies' possibilities of taking action against the citizens.
Municipal self-government is also stated to be an essential part of Swedish democracy. When the Constitution declares that the system of government must be representative and parliamentary, it thereby rejects direct democracy as a mode of decision-making. At any rate, there is no place for it in the Swedish system of government, save as an exception. A proposal for optional and decisive referenda on constitutional issues was put forward in 1978 by an investigation commission-the fourth commission on the constitutional issue-called the Commission on the Protection of Rights ( 1977 -78).
