Though Vauban's emphasis on agricultural produce makes him in some ways a predecessor of the physiocrats, he was basically still a mercantilist. Boisguillebert, in his criticisms of the effects of Colbert's policies, showed himself a far more profound economic thinker. If the eighteenth century did him less than justice, this was partly, no doubt, because propagandists found the military genius turned social reformer the more congenial figurehead for their cause. Fenelon, probably the most important figure in the aristocratic opposition to the despotism of Louis XIV, was also to be transformed by propagandists, such as his disciple Ramsay and, later, Voltaire, into a hero, or even a martyr, of the pre-Enlightenment.
But they were political paradises too: lands of agricultural plenty and enlightened urban planning, of peace and tolerance and of communistic egalitarianism. Though they were too remote from reality to offer practical programmes of political reform, their success testifies to the general dissatisfaction with things as they were, and their influence on later more down-toearth reformers, though difficult to demonstrate, may well have been considerable. Less numerous, but more immediately important, were the more direct protests and projects of reform which, for_the most part, were published anonymously.
